She is not a natural born citizen because it required a positive act of law (naturalization act) to grant her citizenship, as opposed to those who are born of two U.S. citizen parents and are of course immediately natural born citizens.

To be president, a person must be a NATURAL BORN citizen.

Then what does "natural born" mean?

The term came from Vattel's The Law of Nations, which predated the drafting of the Constitution by twenty-nine years.

The natives, or natural-born citizens, are those born in the country, of parents who are citizens at the time of birth.

Congress passed a citizen ship law applicable to the Canal Zone 11 months after his birth.

Hence, like K. Harris, N. Haley, and others, it took a positive act of law in order to make McCain a citizen.

During the October – December 2023 quarter, Treasury expects to borrow $776 billion in privately-held net marketable debt, assuming an end-of-December cash balance of $750 billion. The borrowing estimate is $76 billion lower than announced in July 2023, largely due to projections of higher receipts somewhat offset by higher outlays.
During the January – March 2024 quarter, Treasury expects to borrow $816 billion in privately-held net marketable debt, assuming an end-of-March cash balance of $750 billion.
