As far as Brad Smith goes he just seems to lack consistency in his passing, very streaky. In terms of the NFL I can see him going either way, moving to wr/safety or being a project qb. With the right situation, where he can ride-pine for a while with a good qb-coach tutoring him, I think he could make it as a qb at the next level.

I'd almost guarantee he gets drafted. How long he lasts depends on his ego. If he pulls a Crouch/Kordell and insists on playing QB, he won't last long. If he sucks it up like Ward, Jones, Randle-El, and even Scott Frost, he could be a solid player in the NFL.
I really don't see him playing QB though. Scramblers just seem to have too much trouble adapting. Kordell had one great year and then fell apart. The verdict is still out on Vick.

If I'm an NFL GM, I take a chance on Brad Smith at whatever position. To me it'd be a win/win situation. You draft him with limited expectations, but realising that there may be a tremendous upside that nobody can predict.
