Rules defining a defenseless player will be expanded and now will include eight categories:

» A quarterback at any time after change of possession;

» A player already on the ground.

But isn't the defense sort of -----> defenseless, if you're going to let the QB stand back there and then toss the ball 40 yds downfield without fear of being hit?

...I get it...the QB takes 3 steps back and raises his arm over his head (no one can touch him, he's in the act of throwing) waits until the receiver breaks open (5,10,15 seconds) links up with streaking receiver...perfect. Philip Rivers throws for 9000 yards and 103 TD's in a season.
