Promoting Based on Seniority
I put in a bid for an 'A' operator position that opened up recently. Currently, I am a 'B' operator and only have worked with this company for a little over three years. Five guys inlcuding me put in for the job and I was the most junior person in the group. From what we were told by management, seniority plays a very little part in the decision process for selecting the best candidate for the position.
The selection process is set up by a scoring system with a numerical ranking based on the number people who put in for the job. To make a long story short, I was told by someone who was involved in the selection process that I scored the highest among the five candidates. But it was a close score between all five guys and so they gave it to the senior guy (7 years with the company). Come to find out, the selection process and scoring system was just a formality because our new boss said he didn't have documented data to back up our scores. It was just word of mouth from our superiors. He wanted to wipe the slate clean with everyone and document all good and bad stuff from this point forward. This would provide tangible data for the next job opening. I guess those three years I just put in doesn't mean shit to my new boss. Oh well.
The guy who got the job is a complete douchbag and is well protected by his brother who is a supervisor on another shift. This ass-hat has committed a couple of fireable offenses out in the unit and has been caught both times. But somehow, his brother manages to coax the suits into keeping him around. I wouldn't have minded losing the bid to two of the three other candidates, but this guy is lucky to still be there and now he is going to be giving me orders. Fukk me. I can't wait to school him on the finer things of chemical engineering and process technology. Should be fun making him look stupid.

Typical political games being played by incompetent people who managed to get in a position despite their job performance, and then keep ass kissing their way up that ladder. The do every thing in their power to keep those positions.

I think seniority should be a factor, but, not a major one. Unfortunately it's pretty much everything with unions, particularly public sector unions.
From the sounds of it, your boss handled it reasonably well. He came out and said he didn't have enough data to make a decision based solely on merit, so he went to seniority, He could have just lied and said the other guy deserved it for whatever reason.

I understand my boss' approach. He's new to the position and doesn't know these guys like we do. I just hate to see undeserving people get rewarded based on circumstance. Just like I don't like it when people are a victim of circumstance.
I'll continue doing my thing...no biggie.
