Looks like a big heat lamp. Prolly useful in a kitchen with no room for an actual oven. Or a dorm room.

It's very convenient.
It doesn't need preheating and cooks in the same amount of time or less. Easy to clean because it's basically a Pyrex bowl. In fact, you can put water and dishwashing liquid in it and it cleans itself. It's a lot quieter than the combo microwave/convection oven in my kitchen.
You have to be careful with the lid on mine because it can easily melt a laminate countertop or its own power cord. I would recommend the ones that have a hinged lid if you have the overhead space.

That Pyrex looking oven looks like a better heat conductor than my Infra Red NuWave oven that doesn't cook turkeys, etc. as they advertise. The NuWave is a copy of a similar thing where that big fat guy that promoted the same thing lacking the IR 20 years ago with the "NASA Space-Aged plastic." (insert poptart ref... no... don't). That oven has the air moving the same way and is perfect to cook hot dogs, packaged cheap $1 frozen meals, tater tots, and all of those other small pre-cooked frozen items.
Try cooking a nice thick fresh meat item and see how that works out for you. Maybe that halogen Pyrex thing is the real deal. No idea here since I've never heard of that version of the gimmick.

I cooked a three pound chicken in it this evening (no steroids allowed here).
It turned out very tender and had a crispy skin on the topside.
Completely cooked to the bone in 70 minutes.

I like to cook a boneless leg of lamb over indirect heat on the grill.
Coat it with a generous amount of chopped fresh rosemary, garlic, S&P mixed with olive oil and roast it for about 45 min. One of the tastiest pieces of meat out there.
