4. His leadership skills are sorely lacking. Even though Baltimore is a shithole, there are people there who want to have a sense of pride. You have to embrace people when you are a leader. You have to find common ground and try to speak words that inspire people. Just acting like you're up on a perch looking down, and then hammering away on them, does not motivate any emotion other than -----> resentment.
