If the ruling is that the player was DOWN, then it is correct.
If the ruling is that the whistle was blown while the ball is loose, you have an inadvertant whistle and you replay the down.

Team A makes a legal forward pass. Ruling on the field is that Team A receiver and Team B defender hit the ground sharing possession of the ball, and the pass is ruled a completion. On review, Team B defender took the ball away from the receiver in the air.
Correct rulling: Team B ball, ruling on the field is reversed. This is a reviewable play.
Next situation:
Team A free kicks to Team B. The ruling on the field is a Team A recovery. Video evidence shows that Team B recovered the football.
Correct ruling: Team A ball, play is not reviewable.

The first one yes.
I believe that if it is CLEAR that the player of TEAM B had posession of the ball and was down that that play can be reviewed. You aren't going to review a pile up, but you can review a loose ball and the attempts at gaining posession.
