Kim Yong Nam, not Kim Jong Il, has been and is the current head of state in the DPRK. He's still alive.
Kim Jong Il was active in the Korean Worker's Party before he was elected to head up the military by a military constituency in Pyongyang. The army is quite separate from the government.
I have yet to hear anything by anyone today who has a remote understanding of how the government functions, it's hysterical.

You'll never beat them because you don't understand them. The Jong Un story came from a South Korean intelligence briefing, now it's popular myth.
Kim Jong Il is relatively interesting and had little to do with actually running anything, he was the equivalent of Elizabeth II . He wasn't his father, but that's understandable, Kim Il Sung had ten times the life experience.
He scribbled notes in margins on reams of documents all night. He enjoyed playing Super Mario with Jong Un, he was the world's first post-modern dictator. He didn't socialise much. He tinkered with music boxes, wrote operas, he was prudish and shy, uncomfortable with himself and self-depreciating. He ordered cognac by the shitload, not to drink (he didn't much), but to give away as gifts. That story came from South Korean intelligence aswell.
He chain smoked, then quit - then encouraged everyone to quit smoking which is bullshit. Communism was built on poisonous liqueur and dodgy cigarettes.

That translates into lack of energy and it cripples every sector of the economy. Using fuel and food as weapons against a civilian population is the height of perversity and cowardice, it speaks more to the strength of the nation and the system, any capitalist country would implode under the same conditions.

It seems to me what you are really criticising is the existence of hierarchical structures within the government, communists aren't hippies, they don't take an anarchist approach to leadership. Leadership/hierarchy and class are not interchangable.
If you don't like the DPRK leadership, that is one thing. But to denounce it as a ruling class or a 'new bourgeoisie' is utterly absurd.

- natural disasters in the mid 90s
- drought in 2000-2001
- economic blockade (hardship importing fertilisers, hardship importing food on commercial terms, difficulty importing fuel for energy production)
- a dearth of arable land
- the fall of the Soviet Union and it's satellites (80% of all trade)
- the diverting of resources to maintain the standing army to prevent, off-set or deter an invasion by the US.
It's a bit beyond Dr. No's capacity of control.
