I will go ahead and call my shot.
I think one of the carrots for Biden to drop out was a promise by Harris that, win or lose against Trump, she would pardon Hunter (and probably everyone else with dirty fingers in the Biden crime family, and that is a lot of fingers). And you say how could she pardon all those criminals if she loses to Trump? Well, the inauguration day does not occur until January of 2025. Between election day in November and January of 2025, I can see Old Joe resigning from office to make Harris the first female, black, Indian (who knows maybe even transgender by then) president. Of course, she would want to make the world a better place with her new found power, and the best way to do that would be to pardon Old Joe and his family of thieves. That let's Biden say he would not pardon his son. And no one in the Press is ever going to ask Harris if there is an understanding that she will pardon Hunter and Co. if she becomes president (and even if they did, she would say it would be something she'd have to think about at the time - she would never admit to such scheming). I think the Crackhead gets out of jail courtesy of The Cackler. The Press will, of course, says it is a magnanimous thing to do (historic even), and that it is time to Move On.

You know the sentencing guidelines. That isn't the reason. There was no plea deal. He entered an Alford plea (maintained his innocence but agreed that he would likely be found guilty on undisputed facts).
Hell, I forgot that Hunter recently got convicted on a gun felony that should, according to the sentencing guidelines, put his ass in the pokey (pun intended) for 17 months. And that is separate and apart from this tax crimes conviction, which the guidelines put in the multiples of years. He's never going to see the inside of a prison.
And man, what a difference a couple of decent brain cells make. Remember when Garland's DOJ tried to sneak a freebie for Hunter past a federal judge about a year ago?

You are right. The prosecutors refused to agree to allow him to enter an Alford plea. He just plead guilty. No plea bargain. He does not need it.
