I actually did it and it said that it was to prevent errosion.
I get this for spillways or other places where you have a high speed flow.
But that pic looks like a water holding area, where this shouldn't be an issue, other than where the water enters.

So, the Cali third world electrical grid scores again. Big fukking surprise there.
This begs the question, why does one of the most advanced states have a 3rd world grid?
I don’t recall brown outs and fires being a thing 50 years ago.
Could it be that we had competent people overseeing it?
Could it be that we had a tried and true generation system, all under the control of the utility. And it was power by dead dinosaurs and atom splitting?
Could it be possible that hooking up thousands of small generating stations that make power when they feel like it could be a bad idea? And each of these stations are overseen by….uhhhh, WTF does oversee them?
Nahhhhh, none of that can be true. It’s all the fault of CO2 levels which might have caused a fraction of a degree warming.
