There might be more elements that would be destructive to Lincoln's "more perfect union" today, than in 1861. You've got multiple factions out there being monitored. What you linked up what not what I asked, dipshit. What you provided was the authorization of the President to allow wiretapping for foreign intelligence without a warrant. However, the FISA Court still has oversight over the wiretapping, whether it's done before or after the surveillance, as § 1803 & 1808 explains. So again, when did Congress approve the wiretapping program to step outside the FISA oversight?
