It's a little bit disingenuous to blame Obama for this.
That being said, I think it was a pretty appropriate response, even if it has some elements of tail wagging dog.
Syria reportedly dropped over 500 barrel bombs in civilian areas in February with no similar response. But then, at that time, Trump had other issues he could use to distract from attention from his corrupt family and administration.

My opinion on this matter is that, despite the visuals of civilians gasping for air, what happened between Assad and his fellow citizens is not a matter of vital or dire national security and Trump needed to go to Congress and get permission to engage militarily. This constitutes imperial "creep" in that the powers delineated in the Constitution are being ignored by everyone and the office of the Presidency is gaining a power which it is expressly forbidden to wield.
It also shows the lack of any kind of cogent underpinning when it comes to policy, foreign or domestic. If mere pictures are all that is necessary to get Trump to act 180* out from his clearly stated campaign platform (one of his few), then we are in serious trouble if something, like, oh, HD video comes out showing starving children in China. We'll be invading in less than a week.
And speaking of children, what is this fixation on these Syrian children being sarin gassed? Do the civilian adults count for less than the kids? Since when does the age of a child make it more valuable or worthy of saving? Does a 17 year and 364 day old child mean more than someone who is 18? How about unborn Syrian children? Or do those not count yet? There is this push to get engaged because kids are involved, but the rationale behind this thinking is muddled at best. Dead is dead regardless of age. If there is any imperative at all, it's that chemical munitions were used, period-- not that they were used on children. We've long had a stance that if you use NBC on us we can and will go all in and possibly use nukes to make you pay. But that is in context of our own soldiers or citizens being gassed/germed/radiated.

What's more interesting about this all is a break between the White House and the State Department. There's no informational follow up, no blitz on the wires favouring the decision. Ill thought out as it was, there's no cheerleading. That's significant, it's a genuine break.

As for Trump giving the Russians notice before he attacked the airfield, I'd argue that that was just being prudent in avoiding a direct conflict with a peer level competitor who is operating in the same theater. We need to bear in mind that our few thousand troops over there are fairly isolated and could easily be targeted by the Russians had we indiscriminately killed many of them.
